The Zenica-Doboj Canton Ministry of Internal Affairs operated using disconnected databases. Checking vehicles required manual searches across multiple applications—a slow, fragmented, and error-prone process. Vehicles with foreign license plates went undetected due to the absence of a recognition system.

Integration of heterogeneous databases from various institutions while ensuring data security, privacy, and legal compliance. The system had to operate in real-time—in the field, at high vehicle speeds, and without interruption—and be scalable to accommodate future cantons in BiH.

RENATA is a modular platform that aggregates data from multiple databases in seconds and delivers it to the police officer. Automatic License Plate Recognition (LPR) operates in real time. Every check, violation, and interaction is automatically recorded—providing protection for both citizens and police officers.
The state of the police sector prior to RENATA
When we began analyzing the situation at the Zenica-Doboj Canton Ministry of Internal Affairs, we encountered a problem common to many police departments in the region: data existed, but it was trapped in nine disconnected databases. Each database had its own gatekeeper, its own logic, and its own infrastructure. A vehicle check—an operation that should be routine—required a police officer to manually search through multiple applications, wait for a response from each, and then mentally piece the results together.
The average time for such a check was measured in minutes, not seconds. In situations where seconds count—such as stopping a suspicious vehicle, conducting a border crossing inspection, or responding to a report—this burden represented a direct operational vulnerability. Furthermore, vehicles with foreign license plates were effectively beyond oversight: the system did not recognize them, and violations went unpunished.
Business challenge
Prior to the implementation of the RENATA platform, vehicle checks required simultaneous access to various registers and information systems. Police officers had to manually search multiple databases to obtain information regarding vehicle registration, ownership status, outstanding alerts, or other operationally relevant data.
This workflow increased the time required to process each check, placed a burden on the operational work of police officers, and hindered decision-making in situations requiring a rapid response.
What does the institution actually need?
Our approach did not begin with technology; it started with conversations with police officers in the field. What do you need during the first minute of a traffic stop? What information changes your decision? The answers were consistent: vehicle owner, registration status, outstanding warrants, insurance details, and violation history—all instantly, without delay, and without error.
At the same time, the institution bore a responsibility toward the public. Every stop had to be documented. Every violation had to leave a record that could not be retroactively deleted or altered. Police officers needed protection against false accusations, while citizens needed protection against arbitrary actions. Transparency and efficiency were not in conflict—they were two sides of the same requirement.
Renata: Architecture that unites the seemingly incompatible
When a police officer scans a license plate or when a roadside camera automatically identifies a vehicle the system aggregates data from all sources in under three seconds and displays a consolidated profile: owner, registration status, insurance, outstanding warrants, recorded violations, and driver's license details. If an anomaly is detected, an alert is issued immediately, without the officer needing to know which specific database contained the information.
Engineering approach
RENATA was not developed as just another standalone application, but rather as an integration platform that consolidates data from existing information systems into a unified operational interface.
Instead of duplicating data or replacing existing registers, the platform employs standardized integration mechanisms to enable secure, real-time access to information. This allows institutions to retain their existing information systems while providing police officers with a consolidated overview of the data needed for decision-making in the field.
Hardware infrastructure
The software platform was just one part of the delivery. In the first phase, the Zenica-Doboj Canton Ministry of Internal Affairs equipped police stations and vehicles with a complete hardware infrastructure: 35 fixed LPR cameras installed at key locations, 72 mobile cameras deployed in police vehicles, 12 video surveillance systems for stations, and 20 specialized tablets for field officers.
The cameras mounted on police vehicles capture a 360-degree view and automatically archive all footage for a minimum of 15 days. Every intervention, every interaction with a driver, and every check becomes part of a cryptographically secured record that cannot be retroactively altered. This is not merely a technical feature—it is an institutional safeguard that protects both the police officer and the citizen.
Security and Data Management
During the platform's development, special attention was paid to information system security and data protection. RENATA does not serve as a central repository for all operational data; rather, it acts as a secure platform for data integration and display, governed by access rights defined by the institution.
Access to information is based on user roles, organizational hierarchy, and rules established by the system client. All administrative and operational activities are recorded via audit logs, ensuring full traceability of system usage.
Achieved results
The implementation of the RENATA platform has yielded significant operational benefits:
- vehicle verification time has been reduced from several minutes to approximately three seconds,
- police officers have access to consolidated information through a single user interface,
- the need for manual searches across multiple registers has been reduced,
- fieldwork efficiency has increased
- operational decision-making has been accelerated,
- the quality and consistency of collected data have been improved.

The time required to access information during police work often directly impacts the quality of decision-making and the safety of officers in the field. By digitizing the vehicle verification process, officers no longer spend time on administrative tasks, allowing them to focus instead on assessing the situation and interacting with citizens. In this way, technology does not replace the police officer but rather enables them to work more efficiently.

This project confirms one of the fundamental principles of the RENATA platform's development: digital transformation does not mean replacing existing information systems, but rather securely connecting them into a unified operational environment. Through open architecture, standardized integrations, and security mechanisms built into the platform itself, institutions can gradually modernize their processes while preserving existing investments and maintaining full control over their own data.
